If you own both pets, just a few Be Nice To commands should be enough. You won't be able to view their relationship meters, but they do exist. They will head to the target and politely sniff at each other, thus raising their relationship meters with each other. When a pet receives this command, they will almost always follow it. To help the situation, you can use the social command "Be Nice To…" and select the target. If they growl or hiss at each other (accompanied by both animals thinking of the other one with red slashes through the face), they are not at a high enough relationship with each other to mate.
The command will make your pet approach the target, but what happens from there may not be a good thing.
Pets often don't want to mate with strangers or strays.
